In highly congested areas where there exists very
limited or no off-street parking facilities in R Districts, a parking
lot may be selected, at the direction of a Special Parking Commission,
consisting of the Commander, Traffic Division, Lockport Police Department;
Superintendent of Streets; and the Director of Parking and Traffic,
Commissioner of Public Works or City Engineer. Recommendations shall
be presented to Common Council for approval. The lots will be used
by the affected properties to eliminate front yard parking.
