The purposes of the R-3 District are:

A.
To delineate those areas where residential development has occurred or is likely to occur in multifamily structures in accordance with the Comprehensive Plan of the City of Lockport.

B.
To provide a variety of dwelling unit and structure types to accommodate the needs of the City's population.
